HIMACHAL 2.0 | Change Required

Himachal Pradesh is a hilly and a mountainous state and is also considered the best governed state of India. Being rich in natural resources, the state encounters certain constraints in development. Some constraints being – shorter productive man years and difficulty in transport and infrastructure development at high altitude. After a fantastic growth of the state between the 6th and 8th five year plan, the growth rate has declined in the 9th and subsequent five year plans.

Why?

Aren’t we working towards development? Yes we are! Himachal Pradesh has shown tremendous growth in Infrastructure projects – Hydro power projects, Industrial sector (SEZ’s), Literacy rate, decentralizing system, e gazette and much more.

Despite all this, growth rate is not as before. Do we need to be innovative and formulate a new strategy or do we need to focus on our assets.


Would growth come with industrial development like it did in the states of Gujarat and Maharashtra?

Would it come with green revolution as in Haryana and Punjab?

The answer is no! Himachal is not blessed with a strategic location like Gujarat or Maharashtra (which have long coast lines) and neither is it connected with other states through proper infrastructure. Also the landscape of the state is not proper for increasing cultivating land for green revolution.

Himachal is blessed with natural beauty, cultural and religious heritage. Despite lucrative policies and schemes for tourism development, there is decline in the number of tourists. Schemes like eco-tourism are not well established and known. Are we are losing focus? Are these just on papers and not on priority? Also it stands 2nd in literacy rate but how many of them are rewarded with employment. Are their skills upgraded?

If industrialization / hydro power project are the only keys for growth of the state, then how come Switzerland is developed economy?

It’s high time to know, appreciate our assets and start working on them leading to sustainable growth. Time has arrived for revolution to make Himachal a world destination. Time to redesign our priority to save Himachal from encroachment of plans not meant for the state.
